Round under gravel filter for 1-gallon bowl?

It comes with a refillable carbon canister bubbles on top. Where should I put this? On the surface of the water or the amount below the water surface?

Filter plate goes under the gravel and has a tube that connects to a pump. The carbon cartridge is usually in the top of the tube and submerged under the surface. The Unified Group works of drawing water through the gravel and blow air tube again. Unless you are going to change the carbon approximately every 2 weeks, then do not put it at all. It does more harm than an accumulation of toxins in carbon dispensed with altogether.
