How can you really clean 10 gallon aquarium with fish in it?

I've heard so many contradictory things. I have 5 small fish and has the tank in late April. I see dirt clinging to the artificial plant life.

For weekly maintenance you need to remove about 10% of water and replace water at the same temperature condition has added to remove chlorine and chloramines. Stresscoat works well for this.
